Guiding the strategic direction and preserving the core values of the Pacific Association of Quantity Surveyors.

Background & Formation

Since its establishment in 1995, the growth of PAQS has been attributed to the unfailing devotion of leaders from member countries over the years. The Pacific Association of Quantity Surveyors (PAQS) Council of Advisors was formally established at the 15th Annual Board Meeting in Colombo, Sri Lanka, following a concept originally agreed upon at the 2008 Board Meeting in Edmonton.

The Council was formed under a dedicated task force to capture and leverage the deep institutional knowledge, experience, and historical perspective of past PAQS leaders. In order to maintain the sustainability of PAQS, senior fellows step down from the Board to make way for the younger generation to lead the business, while the Council preserves the core values of bond and harmony developed over the years.

Terms of Reference

  • To advise the PAQS Board (or Executive) on matters relating to major policy and development of PAQS business as and when necessary.
  • To serve as ambassadors of PAQS.
  • To elect among themselves every two years a convener of the Council, who shall coordinate with other members to gather views and act as an ex-officio member of the PAQS Board.

Membership Structure

  • Eligibility: Strictly by invitation of the PAQS Board.
  • Capacity: The Council is limited to a maximum of 12 members.
  • Term Limit: Each appointed member serves a term of two years, with renewal subject to re-appointment by the Board.
  • Remuneration: Advisors are not remunerated, but receive a Certificate of Engagement from the Board.

Mode of Operation

The Council performs an advisory role to the PAQS Executives and Board. It holds no executive power and cannot make decisions on behalf of the PAQS Executives and Board.

Advice provided by the Council is designed to be both pro-active and responsive, ensuring the continued professional development and strategic growth of the region's surveying profession.
