PAQS Digitalisation Committee Report 2025

PAQS Digitalisation Committee

Report by Sr Sunny Choi

On 23 August 2025, I had the honour of chairing the PAQS Digitalisation Committee meeting in Jakarta during the PAQS Congress 2025. As the Past Chairman of QSD, I was joined by esteemed senior members Sr KC Tang and Sr Dr Paul Ho, as well as our rising young QS talent, Sr Anthony Tse. The meeting welcomed 29 representatives from 12 PAQS member economies—a record-breaking turnout for the Committee.

This year’s Congress revolves around the theme of Innovation and Sustainability, with a strong emphasis on AI and Digital Technology in the built environment.

During the meeting, representatives shared updates on the progress of digitalisation and Building Information Modelling (BIM) in their respective countries and regions. While BIM professionals are often seen as data managers, quantity surveyors (QSs) have long been experts in handling and analysing construction project data. Digitalisation is not a threat to our profession—it is a powerful opportunity to broaden our scope and elevate our value in the construction industry.

Two members were invited to present:

  • Sr Anthony Tse (HKIS): Harnessing Artificial Intelligence (AI) for Enhanced Quantity Surveying

  • Sr Chin Keh Liang (RISM): Brief Overview of the New SMM3 Malaysia

Committee members were particularly inspired by the introduction to Large Language Models, tokenisation, and prompt engineering—tools that can be trained to support QS work. We also gained insights into how QSs in Malaysia have updated their Standard Method of Measurement (SMM) to align with BIM and emerging technologies, mirroring the efforts of HKIS in publishing the HKSMM5 earlier this year.

The energy and exchange of ideas at the meeting reaffirmed our shared commitment to driving digital transformation across the region. Let’s continue to innovate, collaborate, and lead the way forward.
